Programs Officer

Reporting to the Director of Programs, this position will be responsible for the portfolio covering the African region, the seasonal project portfolio, and the domestic portfolio involving domestic violence prevention and Indigenous communities. This involves aspects of administration, management, and monitoring and evaluation. The officer ensures all aspects of IR Canada compliance including project filing, project management, information sharing, and Monitoring and Evaluation visits. This is an interim position and will last from 3-6 months with the potential to turn into a permanent position depending on work load and project approvals.

Essential Duties and Responsibilities:

Project Administration

  • Manage and maintain project database and project management software
  • Interdepartmental collaboration and communication
  • Handle inquiries from fundraising, donor care, and marketing departments
  • Write project summaries and descriptions for marketing purposes
  • Write and update country profiles on a yearly basis
  • Organize international travel
  • Assist with special projects, systems, and processes within the department as requested
  • Conduct project monitoring with members of the programs department
  • Review and develop proposals, reports, and other project documentation in coordination with partners and/or field offices
  • Oversee IRC’s involvement with the Humanitarian Coalition and the GBV Call to Action
  • Other assignments based on the discretion of the Director of Programs

Project Management

  • Oversight of effective implementation of programs and of compliance with donor requirements, including budget and financial requirements; partner agreements; and implementation and work plan
  • Ensure timely submission of accurate and quality narrative and financial reports in accordance with contractual requirements
  • Manage the documentation, applicant selection, and implementation of major international projects
  • Lead overseas volunteer trips organized by IRC
  • Manage the seasonal project portfolio, including Qurbani and Ramadan
  • Maintain a current understanding of humanitarian issues including Canadian government policies and programs related to the designated project portfolio

Monitoring & Evaluation

  • Responsible for visiting various project locations in Canada and internationally to conduct M&E using results based management tools
  • Write final M&E reports to be shared with the Director of Programs

Qualifications and Requirements:

  • Bachelor’s degree in international development or related field
    • Strong familiarity and understanding of Results Based Management
    • Strong analytical understanding and demonstrated knowledge in key areas sectors of intervention (WASH, Food Security, Protection, Shelter, Food/NFI, Education, Livelihood)
    • Excellent written and spoken skills in English are required, including strong analytical and report-writing capability and strong attention to detail;
    • Strong interpersonal and team skills;
    • Demonstrated capacity to work both in a self-directed manner and collaboratively with other staff and stakeholders;
    • Strong computer skills in word processing, spreadsheet, electronic mail and database systems
    • Demonstrated capacity to work effectively in a wide range of cultural and political settings
    • Be able to work comfortably in a fast paced environment
    • Excellent problem solving skills
    • Strong time management and prioritization skills
    • Proficient with Gmail, MS Office suite, Adobe Acrobat
    • Must be eligible to work in Canada

Please note: this position requires mandatory travel to IR project sites including conflict zones such as Afghanistan, Iraq, South Sudan etc.
